Looking for clarification on the OS impacted by:

LTS 1.651.1 – OPEN issues listed below.

JENKINS–26684 -linked to-> JENKINS-31986 - [This appears to only impacts Jenkins on Windows.]

However, JENKINS-31986 states that the issue is partly related to JENKINS-2584 & JENKINS-23831

So does this mean that JENKINS-2584 & JENKINS-23831 impact other OS too and not just Windows? Specifically JENKINS-23831.
