Trying to install jenkins and having trouble even pulling down the key file: https://jenkins-ci.org/debian/jenkins-ci.org.key

I tried accessing https://jenkins-ci.org/ directly and it doesn't look it anything is coming up.

I've had intermittent problems today, but http://downforeveryoneorjustme.com/jenkins-ci.org says it's up right now.

Yes, we had a short DNS outage that caused all the name resolutions to fail.

We are back online now, though the infra team now has some work to do.
