Jenkins CI ver 2.167 installed on Windows 10 PC, running as a Windows service.  The Jenkins application was installed via the Windows installer.

When I ran Jenkins as a console app, it created the workspace folder inside the logged-in user account.  When run as a service, the workspace folder was created inside the "Program Files (x86)" folder (C:\Program Files (x86)\Jenkins\workspace).

How can I change the location of the workspace folder outside of the program files path?

Refer to https://stackoverflow.com/questions/34854377/how-to-change-workspace-and-build-record-root-directory-on-jenkins .  The configuration is behind an "Advanced" button on the "Configure System" page.
