What is the right way to use hudson.PluginManager.workDir ?

Hi,

I download plugins with the plugin installation manager tool, and I put them in a folder (/someplace/plugins). Then I start jenkins with -Dhudson.PluginManager.workDir set to that folder, but Jenkins does not load the plugins from that folder, and its JENKINS_HOME=/home/jenkins/plugins folder is empty. Can someone please explain how to use this feature?

I think that is the base directory that holds the unpacked ("exploded") files that are extracted from the plugin "hpi" or "jpi" files.  At least that is how I interpret the description.  

I don't know if there is a way to control where Jenkins looks for the plugin hpi files that it will unpack.  I assume that if you placed the hpi or jpi files in the $JENKINS_HOME/plugins directory, they would be unpacked into that location.
