Stage before "Source Code Management"

I need my build to run only if some conditions are met.

For that I need to insert a check procedure before running the built in "Source Code Management" that updates the svn repository.

Is there a way to do that?

I don't think this is possible. The only workaround I can see is having a dedicated prejob that will trigger the "real" job of that condition is met.
