White screen when downloading plugins

Hi folks,

I saw mention of a "white screen of death" with some issues in the JIRA but I'm not 100% sure this is related. 

I selected a few plugins to install across the internet and when I requested the download start I got "this page is not working" from the browser.  I use Chrome both at home and work and my personal Jenkins server is seeing the problem and one of the newest instances at work (version  2.164.2) are both displaying this behavior.

1) is there a good workaround to let me download and install plugins (automating with Puppet would be the best!) 

2) is this a known problem 

3) is there a viable workaround to get the page "working" again?
