Unable to download LTS for windows

The mirror does not seem to be working on this site. I can download the latest windows installer, but I would like to get the LTS. Any idea why it is not functional?

I had to do some url hacking.

As the latest is downloading, copy the url and change the version number.

2.19 works, 2.19.0 is a zero byte file...
