Persistent paramater

I am trying to use the https://wiki.jenkins.io/display/JENKINS/Persistent+Parameter+Plugin but when I setup a parameter value and run a jenkins job and try to run it again it fails to enter the value I entered the first time. Is there anything that I am missing?

I tried with a value for default and empty. I don't see any logs that can help.
