not able to access "Configure Global Security" page

Hello Everyone,

I have set up Jenkins version 2.107.3 on AWS ECS cluster.

I have tried to make useSecurity to false and restart jenkins but jenkins remove the changes after restart.

got below errror.

TTP ERROR 403

Problem accessing /administrativeMonitor/jenkins.diagnostics.SecurityIsOffMonitor/act. Reason:

No valid crumb was included in the request

Please help to troubleshoot this issue.
