How to script Jenkins 2 plugin installation and configuration?

Hi,

I could not find much in the official docs about how to auomatically install / configure jenkins and jenkins plugins. I would like to build a Jenkins environment that I do not have to configure by logging into its web gui and clicking on things or filling out web forms - certainlyt there is kind of a jenkins shell or any tool that helps with that?
