restart is obscured

As a note, I would have expected in the "system configuration" an option to "restart" jenkins.

There is an option to "Prepare for shutdown" but not one to actually do the deed.  It's a bit confusing...to beginners it's "shouldn't there be an option somewhere in the UI to restart?"

Today you have to google it, then figure out which endpoint you want, etc...
