Jenkins GitHub OAuth issue

Hey all, ive setup the Github OAuth plugin and almost everything seems to be working. Ive set it up so every logged in user is allowed to create builds. 

There is just one minor problem, whenever a logged in user wants to create a job, they get this error: "<username> is missing the Job/ExtendedRead permission". 

Any idea what's causing that?  The user is a public member of the organisations that ive configured. The user also cant manage their build.
