HTML "title" attribute in parameter descriptions ignored following upgrade

After upgrading from 2.150.1 to 2.249.2, we discovered that the "title" HTML attribute in most build parameter descriptions no longer works. We use it heavily for float-over help on selected freestyle projects' "Build with Parameters" pages.

Was this change intentional? Did "title" fall victim to increased security measures? Is there a java command option that can restore it?

P.S. Interestingly, "title" still works for the Extended Choice Parameter type (plugin version 0.76) when HTML is used in the field under "Description" in the "Choose Source for Value Description" section.
