Clover PHP Coverage plugin disabled on multi-branch project?

I have a freestyle project building a fairly large PHP application, running the test suite, and publishing the test results as junit results.

I’m using the Clover PHP Coverage plugin to display the coverage page generated by Istanbul.  It fulfils the purpose even though its not Clover.

 

However, instead of using a freestyle project tracking only a single branch, I want to track all branches.  For this purpose, I normally use a freestyle multi-branch project.

Attempting to use the same configuration as the single-branch freestyle project, I cannot configure the (now hidden) Clover PHP coverage plugin as a post-build action to expose the coverage report as was done for the single-branch build.  There is no Clover PHP postbuild action listed in a multi-branch project, but there is one in a single-branch project.

 

Is this a bug in the Clover PHP plugin, or a bug in Jenkins?  Or, am I just not seeing some option?
