Docker Plugin Not Spinning Up New Agents

Docker plugin 1.2.1

We've been using the docker plugin for some time now to spin up build agent containers.  Its worked great up until last week.
For some reason Jenkins will just stop spinning up new containers when jobs are in the queue.  I'm not sure what the root cause is that this point.

The only way to get the system to start spinnin up containers is to restart the jenkins service.  At this point the failure seems somewhat random.  It might work for 48, it might work 10.

The only thing I can find in my logs is this reference below.
If anyone has any suggestion I'd appreciate hearing it.
