Resource management/allocation for jobs running in parallel

Hi,

I was wondering if there are plugins that can manage resources like IP addresses and assign them to a job dynamically.
I want to run jobs of a project in parallel and to do that I need to be able to dynamically assign IP addresses. Is there a plugin that can allow me to do this?

I can't use slave nodes or docker for this job and from all the reading I've done there isn't anything out there at the moment.
