2.266 broke logins

Hello, I updated recently to Jenkins 2.266 and it broke all user logins. I can only assume this is related to https://github.com/jenkinsci/jep/tree/master/jep/227. I manually downgraded to 2.265 and everyone was able to log in again.

I tried to report this as a jira, but was not able to successfully create a jira account on https://issues.jenkins.io. I created an account, received an email that it was created, but could not then log in (invalid user/password). I tried the forgot password thing, never received an email. Tried again to create a new account with a different email. Same story.

Check that the plugins you're using are current releases and are not on the list as "incompatible" or with known issues.  If they are not already known issues, then an issue report is the best thing.

Try password reset of the original account through https://beta.accounts.jenkins.io/ to see if that provides better results.

If it does not, then provide the details requested in "How to report an issue" and I'll submit the issue on your behalf.
