Enhancing LocalBranch to support maven release builds

There are a few questions in this group, and on Stack Overflow about the fact that local branch names may include the remote name (origin for example) and the need for an environment variable that exposes the local branch name.

Please take a look at my post to Jenkins Developers, and at the JIRA (https://issues.jenkins-ci.org/browse/JENKINS-33202).  The coding is complete and a pull request outstanding, so if you think this feature will help you, please go vote for the JIRA issue.

It has been merged to the git plugin master branch.  Next release will include the capability.
