Is there plugin associating failed test to merge user?

Question is in regards of testReport or similar screen. It shows aggregated
information of all tests.
I am looking for some plugin that will add potentially a few columns to this
view of people who broke specific tests.

Description:
1. Test 424 fails for the first time after Person A pushes changes (person A
is now associated with the failure of test 424)
2. Person B pushes changes, but the only failed test is still 424 (person B
is not responsible for that failure)
3. Person C pushes changes and now test 127 is failing. (Person C is now
associated with the failure of test 127)

Tests table has column where next to the test 424 will be Person A, and
Person C next to 127, there would be also extra column with name(link) to
the build when it happens.

Looked through existing plugins but could not find any similar things.
Any advice?
