Auto Job Creation When new Git Repo is Created

Can anyone recommend a Jenkins plugin (or config setup) that automatically create Jenkins jobs from templates when a new gitlab repo is created?  I'm looking at Jenkins-autojobs plugin now but it looks like it's limited to creating new jobs only when a new branch is created.
