Add quick filter box for dropdown lists

It's almost always tedious and annoying to find an item in the dropdown list.

For example, I have to spend lots of time searching for the build action to start/stop a docker container in this dropdown list:

!dropdown-without-filter.png|thumbnail!

I think it's easier if we add a quick filter for the dropdown list , and I can just type "con" in the filter box :

Hi Oleg Nenashev, I've submitted https://github.com/jenkinsci/jenkins/pull/4688. It's only a PoC and it's not ready to merge.

The screenshots:


The submitted PR directly modify YUI components. Let's discuss if it's the desired approach to do it. Thank you.
