Support Provide ARM 64 processors running Linux JVM's in docker images from the Jenkins project, including:

* Agents (ssh, JNLP, WebSockets) with Java 8 Hotspot and Java 11 Hotspot
* Masters with Java 8 Hotspot and Java 11 Hotspot
 * Masters in Docker with Java 8 and Java 11
