Improve IBM s390x support

Support Provide IBM s390x running Linux JVM's in Docker images from the Jenkins project, including:

* Agents (ssh, JNLP, WebSockets) with Java 8 OpenJ9, Java 11 Hotspot, and Java 11 OpenJ9
* Masters with Java 8 OpenJ9, Java 11 Hotspot, and Java 11 OpenJ9
 * Masters in Docker with Java 8 and Java 11

See INFRA-2519 for the necessary infrastructure
