Update center claims the second update of a plugin worked immediately

Change By: Daniel Beck When updating a bunch of plugins, if the same plugin is updated twice (as dependency) , the second time it appears as immediate active (see attachment).

I'm pretty sure this is a regression, but it's been there quite a while (1-2 years?).
