Josh Soref created an issue

https://github.com/jenkinsci/jenkins/pull/4209 removed a limit but the lack of a limit resulted in an explosion of content for people who insert lots of content into those fields.

I'm proposing to set default limits.

This also will make it easier for people to see what css they'll have to write if they don't like the limits.
