Triggered job will occasionally hang at start, which can only be fixed by cancelling or restarting jenkins(in which case the job will run). The job is written in DSL and is triggered by a DSL job and it appears to happening more often. 

I attach the job symptoms and thread dumps.

this is preventing our development pipelines from completing consistently.

Our pipeline has stalled agin with another stuck job - attached. I have had to cancel all the scheduled jobs over the weekend as they were waiting on this job to start.

when jenkins is restarted all the throttle jobs fire off simultaneously and do not respect the throttle!

o have fixed this by deleting and re-adding the throttle in the configs. Also the throttle config in the DSL didnt seem to like having two throttle categories so 

I made the jobs run against one throttle category.
