[JIRA] (JENKINS-59526) Clearly document automatic vs static label usage

It is not document that P4-Jenkins will not work with static labels. If this is correct it should be included in the 'pin' tooltip and documentation:

Static labels can be used, but with polling restrictions. Doc not required.
