Allow users the ability to customise the distribution group via the plugin DSL. At the moment the distribution group is hard coded as "Collaborators".

Acceptance Criteria:

1. There is a field in the UI for Freestyle projects to customise the distribution group.
2. There is a field in the pipeline syntax to customise the distribution group.
3. Make this field mandatory.
