The current CLI tool for plugin management will defaults in the plugin .txt file listing the plugins to download and plugin directory to install plugins if none are entered and will automatically download plugins if no CLI options regarding plugin downloads are chosen.  This leads to unexpected behavior if the user choses to see the security warnings, since they might expect to only see this information and not download plugins at the same time.
