It had been 1 week and no one taken responsibility to attend this issue.

So, I tried myself and come to a conclusion that, we need
to download ngrok.exe to expose our Localhost to internet.

Steps:
* Download ngrok.exe
* Cmd -> \{ngrok exe path} http \{Jenkins Port no} -> Copy the \{http URL} from Cmd
* {http URL}/bitbucket-hook/

Example: 
[ http://f52f6322.ngrok.io/bitbucket-hook/ ]
