Connectivity between Jenkins and Subversion fails intermittently with 'svn: E170001: HTTP proxy authorization failed' and/or 'svn: E175002: SSL handshake failed: 'Remote host closed connection during handshake' error these errors

When error appears it seems any further attempts result in same errors and
Appears  the only way to recover appears to be to restart Jenkins. Can happen a few times a day but can also go several days without issue.

Trying to understand why receiving these intermittent issues and how to resolve.

Cause of issue traced to use of jobs using BlazeMeter plugin.  When these jobs run it appears to impact HTTP Proxy Configuration and connectivity to SVN.

Closing this ticket while further investigation takes place.
