Create new custom steps to be included in the declarative pipeline for Upstream Promotion.

Add new custom steps in the Declarative pipeline script (eg: selfPromote,manualPromte,etc) as promotion definition for pipeline promotions Upstream Promotion Condition .
include "steps" with the help of the SimpleBuildStep workflow-API- plugin.
Definitions to be implemented Implementation for this task:
1) For SelfPromotion, New Custom Step design/implementation for Upstream Promotion.

Acceptance Criteria:

1 ) For ManualPromotion, New custom step for upstream.

2 ) Upstream Unit / Downstream Promotion Compilation tests .
