After 2 retries (i have it set to 10) I consistently get this failure when a slave attempts to start.  After this error pops up, i am able to manually launch the slave.

 

I have connection timeout set to 180, seconds to wait in between set to 120.  Both ssh and fleet plugin are at the latest available.

This is a blocker for us as the ec2 fleet plugin is required to run our more expensive builds

 

ERROR: null java.util.concurrent.CancellationException at java.util.concurrent.FutureTask.report(FutureTask.java:121) at java.util.concurrent.FutureTask.get(FutureTask.java:192) at hudson.plugins.sshslaves.SSHLauncher

you can close this, increasing the total timeout in seconds allowed me to get passed this issue.
