Currently the plugin is configurable only via system properties or environment variables: https://github.com/jenkinsci/display-url-api-plugin/blob/master/src/main/java/org/jenkinsci/plugins/displayurlapi/DisplayURLProvider.java#LL110-L111 

It would be great if there was a standard Global Configuration so that it becomes configurable via JCasC

Oleg Nenashev Martin d'Anjou I have doubt here with the term ! Standard Global Configuration what does it mean ? Is it yml config file or simple java config file ? And is there any other example like in any another project where I can find use of JCASC and global configs together ?

I think it just means the configuration page of Jenkins, http://localhost:8080/configure
