My experience shows that it can happen if Jenkins Location is not configured correctly. The validation requests fail and UI simply shows ERROR. You can check the Network tab in the browser developer tools.

it seems to be resolved with Jenkins ver. 2.107.3

I am planning to go for plugin v.2.4 with Jenkins 2.164.3, so I am not going to hit this issue (am I right )!!

One observation (doubt) - https://plugins.jenkins.io/validating-string-parameter/ shows V.2.4 as TBD. Is not stable OR just typo !?
