[JIRA] (JENKINS-25292) Allow a "fallback to unclean" timeout in the power off vm

The "power off VM" operation (already) does a force-shutdown after a timeout if the clean shutdown didn't work.  That came out in version 1.1.11 (July 8th 2014). There's also a power-on operation; just call that after the power-off.
