[LTS] - 2.46.4 release request, packaging is broken in 2.46.3

Hello,
This is a follow-up to JENKINS-44504. The recent 2.46.3 LTS has been released with the latest version of packaging. As we discussed previously at governance meetings, this approach should not have been used due to changes in packaging for Java 8 support (e.g. in Debian).
There were also major changes like https://issues.jenkins-ci.org/browse/JENKINS-23273, which we didn't want to backport originally.
I kindly request a new release of 2.46.x LTS with the same packaging version as in 2.46.2.

AFAIK the patches have been applied directly to 2.46.3. At least the debian package is now correct according to Daniel. In such case there will be no 2.46.4, there is 2.60.1 under way
