Apply to become a queue clean up plugin maintainer

Hi jenkins developers:

When I want to improve the queue clean up plugin, the current maintainer marks the plugin as exploit. Now I want to apply for the maintainer of the queue clean up plugin.

Thanks a lot for stepping up!

I have granted you permissions in GitHub made you a default assignee in JIRA.

To release the plugin, you well need to create a pull request to https://github.com/jenkins-infra/repository-permissions-updater/blob/master/permissions/plugin-queue-cleanup.yml . AFAICT plugin POM update is also required to pefrom the release
