Failed to publish Jenkins Plugin

The upload was successful for the hpi file, However it failed at later stage.  It is trying to connect to maven-jenkins-ci.org:8081" which timed out.
Could you please advise on how to proceed further.

Upgrade to latest https://github.com/jenkinsci/catalogic-ecx-plugin/blob/master/pom.xml#L8 at least 2.5, but better use the last 2.17

Now I am getting the error
[ERROR] Failed to execute goal org.apache.maven.plugins:maven-deploy-plugin:2.8.2:deploy (default-deploy) on project catalogic-ecx: Failed to deploy artifacts: Could not transfer artifact com.catalogic.ecxjenkins:catalogic-ecx:hpi:1.2 from/to maven.jenkins-ci.org (https://repo.jenkins-ci.org/releases/): Failed to transfer file: https://repo.jenkins-ci.org/releases/com/catalogic/ecxjenkins/catalogic-ecx/1.2/catalogic-ecx-1.2.hpi. Return code is: 401, ReasonPhrase: Unauthorized. -> [Help 1]

Followed the procedure for return code 401 error  mentioned in https://wiki.jenkins-ci.org/display/JENKINS/Hosting+Plugins, but still I  am getting  the 401 error

Any input on how to tackle this error?
