[ci.jenkins.io] Operation today (4th of July) with downtime

Hello dear contributors!

As explained in https://status.jenkins.io/issues/2023-07-04-ci-maintenance/, we'll operate ci.jenkins.io for 2 majors changes.

Expect a minor disruption from 13:00 UTC until 14:30 UTC with no BOM builds and the agent workload forced to Digital Ocean and Azure (as AWS agents will be disabled).

Then a full downtime is expected starting at 14:30 UTC until operation is finished.

Please answer to this email thread if you have an emergency that would collide with these operations.

The first part of the operation (Kubernetes upgrade) is now finished (as per https://github.com/jenkins-infra/helpdesk/issues/3582#issuecomment-1603056198).

The next operation (with a full downtime) is starting.

Update:

The ci.jenkins.io's JENKINS_HOME seems to be in bad shape, leading to slow transfer rate. The copy is done with consistency checks which set the ETA to the 5th of July.

Sorry for the inconvenience, let's wait until the data transfer is properly finished.

The operation is now finished and the migration is complete.

You can resume usual work with ci.jenkins.io.

If you have any problem (including a pipeline runtime error such as "No such DSL method 'xxxx' found among steps <...>"), please comment in https://github.com/jenkins-infra/helpdesk/issues/3535 .
