Join docker packaging team

Hello

I'm doing some work on multi arch builds for the controller docker image.

(see https://github.com/jenkinsci/docker/pull/1137)

Also working on speeding up the build to go with this.

In order to make some of these changes I'll need to make changes to the Jenkinsfile.

I would like to request commit access to help with this.

I don't want to commit to any long term maintenance but I _may_ help out where I can.
