Adopting the Leastload plugin

I would like to assist in the maintenance of the Leastload plugin:

• we have the plugin on our Jenkins instance
• there are several pending pull requests
• the plugin could use some updates to catch up with the latest recommendations (Java 17, bump Jenkins version to get rid of the ssd implied dependency, update parent pom etc).
  

The plugin has been written by Brendan Nolan (in CC, bstick12 on GitHub) and there is no reviewer defined in the repository.
