[ci.jenkins.io] Migration of the Incremental Publisher in a new cluster

Hello dear contributors!

The Jenkins Infra team is going to migrate the Incremental Publisher to a new cluster as per https://github.com/jenkins-infra/helpdesk/issues/3351#issuecomment-1564632990.

No downtime expected but if things goes wrong, the publication of the incremental artifacts in the ci.jenkins.io could fail between 16h30 and 17h00 UTC today.
