[ci.jenkins.io] Windows agents are not running as Administrator anymore

Hi dear contributors,

The Jenkins infrastructure team deployed a(nother) major change on the Windows agents of ci.jenkins.io 2 days ago:

The default agent user "jenkins" is not an Administrator anymore.

This change had some unexpected side effects in the past 2 days, so if you see sudden errors in your Windows build, please let us know.

The main issue has been related to "symlinks": during 2 days, symlinks could not be created by Windows builds. It's now fixed (tracked in https://github.com/jenkins-infra/helpdesk/issues/4972) and you can resume / revert any changes related to symlinks in Windows you could have applied in the mean time.

Do not hesitate to report further "new" failing behaviors in https://github.com/jenkins-infra/helpdesk/issues/4939 (even if the issue is closed: we'll re-opened it).
