Provide me committer access to the all-changes-plugin

Recent I have submitted PR and also I have seen there is no activity since long time on that plugin, so planning to take committer access and maintenance.

Definitely I will go through that PR and also I have to upgrade it to recent POM version which fixes INFRA-588 as you suggested in another thread.

Still I didn't get the write access to the all-changes-plugin repositor. 

When I see associated teams for my id I am into "all-changes-plugin developers" team but no repository associated to that team.
