How to set label for a published plugin

Looking for plugin in https://plugins.jenkins.io/ show that most of them have label (e.g Cluster management, Agent controllers, Build parameter)

But i did not find any doc on how to set them.

Any help ?

Right now the only way change labels is through a pr for https://github.com/jenkins-infra/update-center2/blob/master/src/main/resources/label-definitions.properties

I'm working on a PR to pull labels from GitHub topics, but I don't imagine it'll be merged now till after holidays.
