Request for review and adoption of "webhook-step" plugin

Hello,

Too late for the Hacktoberfest fun, I nevertheless proposed several modernisation PR on that plugin that is up for adoption.

I kindly request their review and would appreciate advice and suggestions. 

• Enable gitpod
  
• Correct Jenkinsfile to use the recommended useContainerAgent parameter
  
• Do not track the .factorypath file in Git
  
• Modernise the plugin

As there is still work to be done to keep it up-to-date, I volunteer to adopt it.

Thanks for stepping up! Since this plugin is already up for adoption we can start our process (https://www.jenkins.io/doc/developer/plugin-governance/adopt-a-plugin/) without a wait period. Can you please file a PR for the  https://github.com/jenkins-infra/repository-permissions-updater?
