Granting GitHub admin permission on Jenkins Infra for Herve Le Meur

Hello dear contributors,

I would want to grant admin permissions to Hervé Le Meur on the GitHub organization "jenkins-infra" so he could operate the infrastructure while I'm in parental leave.

He demonstrated a good skill set in the past years, and he was able to manage a lot of production outages and many issues/fixes in the past weeks, showing he got a full knowledge of the production systems again and he is aware of the responsibilities associated with these permissions.

I'll let you add a +1 or -1 with eventual justification and I'll set up the permissions in 48h max. if no strong objection.
