Adopt the elastic axis plugin

There are specific tasks that the elastic axis plugin has helped me automate when maintaining my Jenkins installation.  A refactoring in Jenkins 2.249.1 removed a message that the plugin uses.  I think that removal was exactly the right thing to do.

I'd like to adopt the elastic axis plugin so that I can adapt it to Jenkins 2.249.1 and beyond. I'll also send email to the current maintainer to request permission to adopt the plugin.

With https://github.com/jenkinsci/jenkins/pull/5333 this issue should become less critical once the fix gets into LTS.

Regarding the plugin ownership, +1 from me. Note that the plugin is not marked for adoption, so we need to contact the maintainer. Gabriel Takeuchi has been active in other plugins recently.
