How to save a parametrized build as template

Hi All,

I have an urgent requirement for which we need to be able to save a user defined parameters while submitting a build as a template, so that the next time when the user wants to run the build, he can just load the template and click on submit.

He should be able to save as many templates as he wants with different paramater values.

Is it possible to achieve with any of the plugins lying around OR can someone please help me in achieving this?
